Lincoln Chafee, citing recent disclosures about conditions in a long un-inspected Johnston group home for teenage boys, shut down by the state earlier this month, as an example of why "government has a role to play.''
"Due to budget cutbacks there was no inspection of a foster home, and foster children were in a 110-degree room with the doors locked, and the showers not working and the bathrooms and the toilet not working," he said. "That's unacceptable for government.
"Yes, we have to be more efficient. Yes, we have to look for savings. Yes, if there is fraud and waste and abuse we go after it aggressively.... [But] for me to read that story makes me just as angry as reading about high unemployment and budget deficits."
